Understanding the documents
There are two main documents currently on exhibition for public feedback: the Planning Proposal and the Draft Development Control Plan (DCP).
1. The Planning Proposal
The Planning Proposal outlines the rationale for Council’s application to the NSW Government Department of Planning (via the Gateway Process) to increase the floor space ratio (FSR) and building height on the Key Site to allow the oversized development that they want.
If the Department ends up approving Council’s proposed FSR of 4:1 and building heights of 70m, these changes are then enshrined in the Hunters Hill Local Environment Plan (LEP), which is a legally binding document.
So really, what this Planning Proposal boils down to is this one paragraph (on page 17 of the Proposal), which is Council’s proposed change to the LEP:

2. The Draft Development Control Plan
A Development Control Plan (DCP) is a locally adopted document providing detailed planning and design guidelines that support the LEP. It covers things like building setbacks, landscaping, parking, etc. It can include site-specific controls. Importantly, unlike the LEP, a DCP is a guideline, not a strictly binding law. The DCP is being amended to make it consistent with the Planning Proposal.

These are not the actual building plans
Please note that all the images in the documents and on Council’s website are just hypotheticals at the moment. This phase of the planning process is about Council getting the planning controls changed to allow this oversized development. The actual plans for the designs of the buildings and open spaces come later when the developer lodges their Development Application. Those plans will also go on public exhibition.

6.11 Development of Gladesville Site
(1) The object of this clause is to facilitate the development of the Gladesville Site, including
residential accommodation, retail and publicly accessible open space.
(2) This clause applies to land in Gladesville identified as “Area A” on the Key Sites Map.
(3) Development may exceed the maximum permissible height to an overall maximum of 70 metres in accordance with subclause (5).
(4) Development may exceed the maximum permissible floor space ratio to an overall maximum of 4:1 in accordance with subclause (5).
(5) Development consent must not be granted to development on the land unless the consent
authority is satisfied that the requirements of ‘Section 4.4 - Gladesville Village Centre’ of the Hunters Hill Development Control Plan have been adequately addressed.
